We led a team of government staff and external consultations to develop and implement an extensive consultation and community relations program which included an information line, social media strategy, website and videos to help build awareness of significant changes.
Lucent Strategies was the lead writer for the Gateway Program Definition Report, defined the policy basis and scope of the Gateway Program and laid out the benefits for road, transit, cycling, and commercial users. Lucent Strategies led a team of Ministry staff and external consultants to develop an extensive public consultation and community relations program which reached more than 4,500 participants through online engagement tools, more than 20 open houses and more than 80 stakeholder meetings throughout Metro Vancouver. Lucent also led the establishment of a community relations database, information line, social media strategy and web site and video and animation to help build awareness of significant changes.
Lucent Strategies managed the Municipal Advisory Committee, comprised of senior municipal staff. We coordinated and led development and delivery of proactive and reactive Council briefings. When the project shifted from a Design/Build/Finance/Operate to Design/Build procurement, Lucent Strategies established the community relations group for Transportation Investment Corporation (TI Corp), the public crown corporation established by the provincial government to deliver and operate the Port Mann Highway 1 Improvement Project.
We continue to provide as and when required communications and community relations support including stakeholder engagement to support development of the final tolling framework and launch of TReO. We have also produced several videos and animations including Cape Horn Interchange construction, how tolling works and the travel time savings that bridge users are experiencing.
This project is a unique example of our ability to work seamlessly with teams of in-house and multi-consultant groups; our ability to expertly represent the interests of our client; our ability to provide sound strategy and implementation support; and our commitment to delivering community engagement programs that deliver positive results.
The PMH1 project enjoyed strong public support including supportive stakeholders who helped contribute to broader public awareness through redistribution of project information and through the media.
Environmental Certification was granted with broad public support for tolling as a partial funding mechanism and part of a suite of congestion reduction measures.
